David Schultz Appointed Assistant Vice President for Research Administration and Finance

I am pleased to announce the appointment of Mr. David Schultz as Assistant Vice President for Research Administration and Finance. He will begin employment on Wednesday, July 5, 2017. Mr. Schultz, as Assistant Vice President for Research Administration and Finance, will report to Ms. Virginia Gregg, Vice President for Finance and Chief Financial Officer.
In his most recent position, Mr. Schultz served as Director, Sponsored Programs Finance Administration and Compliance, at the University of Louisiana at Lafayette. The University of Louisiana at Lafayette (ULL) is a public research university with the largest enrollment of the nine campuses in the University of Louisiana System. Mr. Schultz reported to the Vice President for Finance and Administration. According to a recent NSF report, ULL has been among the Top 10 universities in the U.S. for its percentage of research and development expenditures funded by business.
As Director, Sponsored Programs Finance Administration and Compliance, Mr. Schultz led a post-award staff of eight and provided the university research community professional support for all financial and non-financial post-award activities. The professional support included oversight of award acceptance, contract negotiation, and proper account setup of all external funds. The oversight included, but was not limited to, invoicing, managing accounts receivable, cash management, and financial reporting. In addition, Mr. Schultz managed the F&A rate agreement negotiations and successfully negotiated a 2 percent increase. Mr. Schultz possesses technical knowledge of PeopleSoft, FRS, and Kuali software programs.
Mr. Schultz served as Acting Director at ULL for over a year when the prior director retired, and worked closely with the Vice President of Research on day-to-day operations of the entire sponsored research portfolio. In addition, Mr. Schultz has a keen knowledge of both pre-award and post-award programs.
Prior to joining the University of Louisiana at Lafayette, Mr. Schultz served as Director of Research Data, Audit and Compliance, Office of Sponsored Programs at Stevens Institute of Technology, where he oversaw the reporting of research-related compliance and the administration of all research regulatory units. He also served as Manager of Post-Award Operations and Grant and Contract Specialist at Stevens. At the University of Houston, Mr. Schultz served as a Grant and Contract Administrator; Program Manager for the Institute for Molecular Design; and as a Financial Assistant II for the Department of Chemistry.
Mr. Schultz has a Master of Science in Management from Stevens Institute of Technology, and a Bachelor of Arts in Economics from the University of Houston.
